Doris Andoni
General Director of National Housing Agency of Albania
Doris Andoni studied architecture and urban planning and had several specializations and trainings in the field of housing, urban planning and project management. She worked as architect for several years and consultant in different international funded projects. Between 2012 and 2014 she worked as senior housing expert for the United Nations Economic Commission for Europe (UNECE) Housing and Land Management Unit in Geneva. From 2001 to 2012 she held the position of Director of Housing Policy Department in the Ministry of Public Works and Transport of Albania. She was a delegate of Albania in UNECE Committee of Housing and Land Management since 2001, bureau member of the same Committee between 2002 and 2012 and was elected Chair of the Committee for the period 2006 – 2009. She has been involved in numerous international activities. She holds the degree of Master of Science in Urban Housing Management and she is a guest lecturer at the International School for Architecture and Urban Planning in Tirana.
Actually she is the Executive Director of National Housing Agency, a state owned enterprise that is responsible for developing and implementing social programmes for housing.
In her career she has several achievements, among which to be mentioned are: the reform of the housing policy reflected in the new housing legislation developed and approved between 2001-2006; two major project proposals on social housing (2005 – 2011) and mortgage interest subsidy (2009 – on going); development of a strategy on “Sustainable Housing and Land Management in the UNECE region (2012 - 2013); introducing energy efficiency measures in the affordable housing projects (2014 – ongoing);

Dritan Shutina
Executive Director of Co-PLAN Institute for Habitat Development
Dritan Shutina is the Executive Director of Co-PLAN, the Institute for Habitat Development, since 2005, which he co-funded back in 1995. He is also one of the founders of Polis University, the International School of Architecture and Urban Development Policies, where he teaches strategic planning. He graduated in Civil Engineering and furthered his postgraduate studies in Public Policy, Land and Building Valuation, Urban and City Development, both in European and American institutions; currently in process of completing his doctoral studies in the field of architecture and urban planning. Institutional and Governance Expert, with over 20 years of experience in matters of governance, strategic planning, participatory processes, and regional development. Currently part of the working group established by the Government of Albania for the implementation of the Regional Development Management Reform. Extensive experience in the capacity of Regional Development and Governance Expert in projects such as the Regional Development Program, and Integrated Support for Decentralization. Collaborated with numerous donor funded programs / projects (both in Albania and the wider region) including with the Austrian Development Agency, Swiss development Cooperation, USAID, the EU, the Dutch Government, the World Bank, etc.

Elona Karafili

Elona Karafili, is a qualified professional in the field of urban economics and finance, with varied experience portfolio, including several managerial positions.
She is an economist by qualification, has a solid background in urban economics, which she teaches as a subject on a higher education level since 8 years.
After graduating from the University of Tirana, she completed her Master studies at Erasmus University, Rotterdam.
She is currently pursuing her PhD studies focusing on Cluster Policies in CEE Countries.
Elona has a solid background in project management, counting a number of Erasmus+ KA 1, Erasmus+ KA2 and Horizon2020 projects.

2017 - Actually he is involved in teaching assistance in Regional Studies at POLIS University with a main focus on Public Policy evaluation.
2016 - Joins the IDAUP Program, XXXI-essimo Ciclo, on first year as PhD candidate.
Joins the working group of POLIS University for the General Local Plan of Shkoder Municipality and the drafting document.
2015 - Specialist at the Regional Agency for the Legalization of the Informal Settlements in Albania (A.L.U.I.Z.N.I) into the Cartography Department.
2014 - Msc. in Urban Planning and Policy Design at Politecnico di Milano.
Thesis: "Beyond International Development Cooperation in Albania. Criticalities and Potentialities", Early working experience at 'Laboratorio di Cooperazione Internazionale' at Politecnico di Milano, in 2014 ,focusing on development programs in Albania and on their territorial policy nature in the EU frame.
Rudina Toto
Co-PLAN Institute for Habitat Development
Rudina Toto is an expert of spatial planning, land management, and good territorial governance. Her planning and management expertise is established by both, education and work experience. Besides MSc studies in Architecture and Urban Design, she holds an MSc in Urban Environmental Management from the Wageningen University and IHS Erasmus in Netherlands and is currently followingPhd studies on Integrated Watershed Management with Ferrara and Polis Universities. She has intensive experience in participatory processes and technical studies for strategic, regulatory, spatial and action planning, environmental analysis, policy and scientific research, planning legislation, regional development programming, feasibility analysis, ecosystems and social assessments; in Albania, Kosovo and Georgia.
She is a planning expert for Co-PLAN since 2000, lecturer at Polis University since 2007, has lectured in the Polytechnic University of Tirana during 2004 – 2007, and worked with/for several municipalities and the national government in Albania.
